David L. Horn and Charles R. Hampton in an effort to add to the body of knowledge on gerrymandering have culminated years of hard work into their manuscript “Gerrymander Analysis and Remedy: The Case for Removing Discretion from Districting.”  The manuscript delves into the historical background of gerrymandering, providing theory, case studies, court proceedings and analysis of several states.

The Bliss Institute with the permission of the authors, in an effort to provide deeper insight into gerrymandering, will host the manuscript for the general public to download and read.  For inquiries please contact the Bliss Institute at 330-972-5182.
