Mini Bio Professor Hoover retired from Summit College and The University of Akron in 2005. During his tenure he taught courses in Fire Safety in Building Design, Fire Investigation, Code Enforcement and Fire Prevention in the degree program. In addition, he also taught administration and supervision courses to Public Service students and assisted in developing and teaching "Organization Theory in Practice" for the United States National Fire Academy.
Dr. Hoover is the author of numerous articles related to fire protection and hazardous materials and is a co-author of SARA Title III: Intent/Implementation of Hazardous Materials Regulations. He is co-author of a book for the National Fire Protection Association entitled Fire Service Administration. He is currently involved in a number of research projects relating to the fire service and a new book Fire and Emergency Response Planning with co-author Dr. Nancy K. Grant.
Dr Hoover was selected to give a presentation on hazardous materials in the People's Republic of China in 1988. In 1991, the government of Taiwan invited him to participate in a national conference on the Management of Chemical Disasters in Taipei. He also lectured on high rise building fire safety at Chulalongkorn University in Bangkok, Thailand and met with fire officials concerning the county's building and fire safety codes. Dr. Hoover was keynote speaker at the Fire Southeast Asia '93 Conference in Bangkok, Thailand in May 1993.
Professor Emeritus Hoover continues to serve as a consultant in the field of fire investigation and code enforcement and has conducted numerous fire department needs assessments ranging from comprehensive management studies to station location and apparatus acquisition. He is working with Dr. Nancy Grant to develop a national standardized series of Fire Officer Development courses for FEMA. |
