The Honorable David D. Dowd, Jr.The Honorable David D. Dowd, Jr. was born in Cleveland and is a graduate of the College of Wooster where he earned a Bachelor of Arts degree and was a member of Phi Beta Kappa. He went on to graduate from the University of Michigan Law School where he was assistant editor of the Michigan Law Review. Upon admission to the Ohio and Michigan bars, Judge Dowd practiced law with his father in Massillon, OH and then went on to service in the U. S. Army’s JAG Corps for nearly three years and then another ten years of service in the U. S. Army Reserves where he retired as a Major. In addition to his tenure in private practice, he also served as a City Councilman in Massillon and as Prosecuting Attorney and Assistant Prosecuting Attorney for Stark County until his appointment to the Ohio Fifth District Court of Appeals. Judge Dowd then was appointed to the Ohio Supreme Court in 1980 to fill the unexpired term of a retiring judge and, after leaving the Court in 1981, Judge Dowd practiced law as a partner with Black, McCuskey, Souers & Arbaugh in Canton until his appointment by President Reagan to the United States District Court for the Northern District of Ohio in 1982. In addition to outstanding service on the federal bench including service on the Board of the Federal Judicial Center, the Judicial Conference’s Advisory Committee on Criminal Rules, Judge Dowd has served as liaison for such committees as the Advisory Committee on Rules of Evidence and the Committee on Sentencing, Probation, and Pretrial Services. He has also been an adjunct faculty member for The University of Akron School of Law for a number of years. He continues his lifelong interest in football as a member of the Board of Trustees of the Professional Football Hall of Fame in Canton. Judge Dowd and his wife, Joyce, a retired high school guidance counselor, are the proud parents of four children.
