Assignment:

Read the Preface pages xxi-xxiv, Chapter 1 pages 1-16 and 54-57, and Chapter 2 pages 81-89 (through paragraph on "The Control Monopoly Power"). Read the cases for the stories, not in depth for the legal analysis. Note the points on 95-97.

Prepare the following assignment:

You are a member of City Council. Your constituents have complained about several problems in the City Park:

- Cars going too fast on park roadways
- Cars parked along and blocking roadways
- Bicycles going too fast and startling pedestrians on park pathways
- Skateboarders jumping over curbs, swerving wildly, and startling others
- Some injuries from these activities

You have discussed the situation with the Director of Parks, who identified additional problems in the Park:

- Cars changing oil and otherwise leaving oil slicks along roadways
- Polluting the park - disposal of waste oil on the road surface or into park flowerbeds

- Causing dangerous slick surfaces

- Out of control bicyclists or skateboarders running over or into and destroying park plantings

Draft an ordinance to address these problems. Try to make it comprehensive but brief, certainly less than a page. Bring your draft to class for discussion.
