Changes to PIN Requirements for students and parents

The U.S. Department of Education is implementing a number of changes to its PIN procedures in an on-going effort to provide the highest levels of security to PIN users. Since both FASTLoans and FASTPLUS products depend on the PIN system for authenticating e-signatures, borrowers will be impacted by these changes. Specifically, the changes are as follows:

1.) Challenge Question and Answer

Beginning December 26, 2004, new PIN applicants will register a Challenge Question and Answer as part of the PIN process. On or after that date, current PIN holders will need to go to the PIN site and register that information as well. If they attempt to use their PIN and have not registered their Challenge data, the transaction will fail.

Users with a failed transaction will be directed to a page where options are available to "try again" and "return to lender.”

Text will be added to the page that reads:

You may have entered incorrect information or do not have a complete PIN record in the U.S. Department of Education's PIN database. Beginning December 26, 2004, the Department requires you to provide a Challenge Question and Answer at their PIN site.

A link to the PIN site will then be provided.

2.) 128-bit Encryption

When a borrower is referred to the STAN site, it will check the user's encryption level before authenticating the PIN. If the browser encryption level is less than 128 bits, it will result in a Failed transaction. The following text will be added:

To safeguard your information, it will be encrypted during transmission over the Internet. To secure the privacy of your application data, it is recommended to use 128-bit encryption, which has enhanced encryption features. 128-bit encryption browsers are subject to U.S. Export Administration Regulations and other U.S. law, and may not be exported or re-exported to certain U.S. embargoed destinations.

To determine your browser's encryption level, click on Help and then on "About...."in the drop down box that appears. The resulting page will show your encryption level (called "Security" or Cipher Strength"), probably 40-bit, 56-bit or 128-bit.

Many of the more popular browsers offer Web sites where you can upgrade your encryption level for free.

The change will be effective December 26, 2004. Users cannot register their Challenge information until December 26, 2004.
